Permanently set Relative Path as Xref default

My initial observation is that using the above method, it stays set (even while using the regular old attach DWG command in the palatte) unless you select a drawing that cannot be pathed relative (a dwg on a different server for example), then it reverts back to FULL.

If you ran the above code, it would set the default each time. But if it gets set back to FULL, you would have to run the above code once more.
