Is there a way to "override" the text angle of these dimensions, so that some can be changed to horizontal and others not, or do I need a new style to do that?

Is there a way to "override" the text angle of these dimensions, so that some can be changed to horizontal and others not, or do I need a new style to do that?There is a 'read convention' parameter in the dimension type properties. You can duplicate the style and set the 'read convention' to be something other than horizontal. I have used this to get dimension text correctly orientated on sheets where the plan is rotated. This might work for you?

This is the method I use but am wondering if it's possible to make the read convention an instance parameter. I haven't found a way and horizontal and vertical orientation to the objects cover what I want. Curious...
