Convert ESRA's smart text to something that works in AutoCAD

I need to convert ESRA's smart text to something that works in AutoCAD. I need to move a whole layer of circles to center on the closest block and I need to import one block hundreds of times with the count and rotation contingent upon all the points of a certain layer. Any help would be appreciated.

* Text Objects.
* MText Objects.
* Proxy Objects.
etc
