STC reminder

Why is it that quite often I will open my local copy of a workset file, and within 5 minutes I'll get a reminder to STC, even though the interval is set to 2 hours, and I had already saved and released everything right before closing the file yesterday?

I usually get the warning almost immediately after opening a local file. I’m guessing that it is clock time, not time expended in the file, that triggers the warning.
