Site pad cuts previous phase

I'm drawing a new house with two phases. It is really simple, we are doing the house now and adding the garage later. I've drawn the garage in a future phase. The pad for the garage is cutting the topography in the prior phase of the house even though it is drawn and resides in the future phase. How do I fix this?

I experienced this problem several times and as far as I know there is no way to fix it or have a workaround. I noticed (but I hope I'm wrong) pads are no phase-related so even though you try to demolish them in a subsequently phase, they still cut topo.
It's a weird behavior... and because of that it's often makes fruitless some job-phases. As you wrote it's (very) common to have a situation as yours but up to now I couldn't do nothing.
