If anyone is wondering where to find it, you can go to the AutoCAD options box to make the scroll wheel work in reverse. Just go to the 3D modeling tab, then on the lower right area, there is a box labeled Reverse Mouse Wheel Zoom.

I've moved this over to the tips and tricks forum, it it probably better suited here.

Also, I believe this is available in 2007 only, right?

I believe so. It seems to be part of the 3D enhancements & I hadn't heard about it before the last AU.

Correct.

Being maybe a little slow here but wouldn't that be a tadd confusing to the user if you reveresed the wheel action? It'll be alright when you gotten used to it but while your still playing with it surely it'll be most confusing?

I think it's to bring it in line Inventor which I believe zoom the opposite way. (the programmer was probably into flight simulators which do everything back to front)
