Is there a way that you can modify the section tail on a instance parameter vs type parameter?
After a quick test on my end with some instance parameters in the tail family I say no. If you're trying to make two different tails (say an arrow vs a rectangle) you'll need to create two section types.
If you're just trying to turn off the tail or turn it into a head, when you click on the section line a little "cycle section tail" circle shows up at the end of the line in which each time you click on it will switch from head to tail to blank end conditions - sorta like an instance parameter.

What has been asked of me is can the tail "stretch" to show what is being cut through.
The only thing I can tell the user is to make a filled region to "stretch" the tail

I may be misunderstanding your question, but you can stretch any section tail by dragging the end.

I think sh'e after stretching perpendicular to your section plane.

I talking about the thick end of the section tails. Not the line from the Callout bubble to the tail, but the actual tail.
