Here's what I did that allowed me to download the cabs for Revit 9.0. Please take precautions and make backups of these files if you are unsure of what you are doing!
Go to "C:\Program Files\Autodesk Revit Building 9\Download" and open up "RevitInstall.ini"
Change "URL=http://revit.downloads.autodesk.com/download/9_0" to "URL=http://revit.downloads.autodesk.com/download/9_0/" (without the quotes)
Go to "C:\Program Files\Autodesk Revit Building 9\Program" and open up "Content.rcl" (use Notepad to open it if it prompts). Change every entry for that starts with "fullpath=http://revit.downloads.autodesk.com/" and make sure there is a forward slash between "9_0" and "Content"
For example, "fullpath=http://revit.downloads.autodesk.com/download/9_0ContentENU/ENUHelp.cab" becomes "fullpath=http://revit.downloads.autodesk.com/download/9_0/ContentENU/ENUHelp.cab" and so forth. It's okay if it says ContentALL or something similar - just make sure the forward slash seperates "9_0" and "Content".
