Linked files losing view settings and views of file

Example I'm trying to do...

Setup up Drafting Views. Link in one DWG. Set layers as desired Duplicate view with detailing. Modify layers as desired for this view... repeat several more times. All setup and pretty. Save. Save as new file. Reload DWG from relevant file on next project. and all the views disappear from the drafting views and I see no reference to the DWG that I can pick and move it around. Only way I could see was is to re-link from scratch and then go through the layer process again. Is there any better way to set this up? Is this a bug or by design?

Reply to myself. I forgot to mention the files are the same (same name/ same contents) except in different locations. Your probably wondering why I would do such a thing... and It's a bit hard to explain in text, but if you really want to know just ask. Thanks.
