revit export to office standard layer problem

i tried searching but most of the questions asked are about specifics meaning it worked albeit some other issues. my problem is it does not work at all. i have modified the export layers dwg file but it seems not to be grabbing it. i already forced it on the export>layer settings file but it still saves to an AIA layer standard.

any ideas?
