Stair Problems

I'm having a very hard time creating some stairs. I've attached a diagram of what Im trying to create. The most common error that I get says Stairs can only have 2 boundries. Can anyone help me out here?

Are you using risers for the lines of that flare instead of boundaries. Sometimes that makes it work.
