Does anyone know if symbols (ex. electrical symbols) and annotations scale with the views, or do they always stay at one size no matter what the scale of the view is?

Symbols are built to reflect the size they should be on paper. This way they will always be the same size no matter what scale is assigned to a view. Similar to text, dimensions, tags etc. If a symbol is supposed to be 1/8" tall, plotted, no matter what, it will be regardless of the scale.

what is the best way to draw a symbol type element (eg. a diagrammatic arrow) that you want to be able to scale up/down depending on it's role in the drawing? eg. on one drawing I want it 20mm long, on the next one I want it 10mm long & scaled proportionally?

Don't make it as an annotation symbol, make it as a model family.
