bleacher stairs a stair?

i'm building a 4 step bleacher which i made a solid form using the structural framing(?) family which is probably going to be a concrete slab with cmu walls around it. i then created a bleacher family that seats on top of the tiered concrete. i have 'stairs' going up on the sides and in the middle. i was planning to add additional half steps between tiered levels to simulate stair steps.

my problem is i need to put railings on these 'stairs' but i can't make my tiers to be the host. not sure how to approach this problem. do i need to build an actual solid stair here for the rail to work? am i totally going about this the wrong way?

i've actually decided to build an actual stair with custom runs and height offset from the floor base.
