can anyone tell me how to make a window that is 3'x5' and has a horizontal mullion at 2' making the top portion fixed and the bottom portion casement or awning?

i opened the file but didn't notice that any of the windows were window types individually or as a whole. they didn't come up as fixed or casement. how do you change their properties?

Maybe this window is closer to what you are looking for. The key is linking the parameters of the host window to the two nested windows via the Associate Parameter function shown in the image below.
