Tool Palette Problem

When customizing my blocks that I insert into autocad, I toggle the "prompt
for rotation" to yes, but it doesn't have any effect. Any ideas why this
wouldn't work?

After you make the change, are you just dragging the tool into the graphic window? Note that you must click on the tool for the rotation prompt to be honored.
