I know I'm going to feel like an idiot when find out what this is, but here goes:

I took a plan of a building, duplicated it and adjusted the crop region. Then when I go to put in onto a sheet there is a large rectangle and my plan is in the corner of the rectangle. I know I've seen this before but I don't remember how I fixed it. Before I activate the view I can put my cursor on the large rectangle and it says "viewports: viewport: viewport 1". If I'm into my sheet and I "zoom to fit" it won't zoom into my sheet size. I can't seem to adjust the size of it.

Did you try adjusting the crop regoin of that view ?

You have an elevation or section tag in the view that has been cropped out. Sometimes, Revit refuses to forget about cropped out annotations. Hide the crop box and right-click "hide in this view" the offending annotation then re-enable the crop box.

More than a section or elevation tag - I find this is caused by a plan region that was on the original plan from which this one was duplicated. They can be hard to find since they are invisible until you float your mouse over them.

As a side note with regards to finding a plan region: simply select the plan region tool from the design bar as if to place a new one in the view and Revit will display all of the previously placed regions. Comes in handy if you are looking for or suspect one but can't find it (especially if someone else placed it in the project without your knowledge). I still think it would be useful to have the visibility of plan region boundaries available in the Visibility VV dialog.

Thanks for the help. It turned out to be a plan region at the other end of the building. I just deleted it. I right clicked on it but there was no option to "hide in this view". I've used that option on sections before but apparently you don't get that option with a plan region
