No dialogue box when inserting Block with Attributes

It's been years since I created a block with attributes and I can't remember how to get the dialogue box to pop up during each insert of a block. I want a dialogue box to enter text for each insert. Would someone mind giving me a hand here?

Make sure the ATTDIA system variable is set to 1.
