loading ceiling tags

I have tried a few times to load our custom ceiling tag into a project, but when I am in the reflected ceiling plan and try to tag the ceiling, it does not come up as an available tag. I go back into the tags and find that there is no ceiling tag, so I repeat the loading process, still no tag.

what am I missing?
