Moving DWG site drawing

We have a acad siteplan (building) we are trying to match to our Revit floor plan (building).

We can move it any increment when we are not zoomed in real tight almost immediately, but when we zoom in real tight to align a couple of corners it takes forever.

Any thoughts? Is zoom scale the issue?

I don't know of any way to work around that- AutoCAD sometimes does the same thing.
