Can text be constrained on a titleblock?
In the following bmp they want to constrain the text to the small horizontal line. they want the line to move UP if a third line of text is needed.

SO - if they need to have the Project Phase to say:

PRELIMINARY

CONSTRUCTION

PHASE

Then the line will automatically move up the distance between one line of text to another.

They also want the text to add the other line of text to the TOP of the text box and not add a line below. Is this even possible?

Not that I'm aware of. It will wrap once it reaches the box size specified when the text was placed.

Assuming you are using a Label and a parameter to define this so they can change it easily in the project environment take a look at the image.

You need to assign the Horizontal Alignment to RIGHT and the Vertical Alignment to BOTTOM. Then adjust the extents of the label so it will wrap based on the longest word you want as shown.

If you are using text then you can justfiy the text RIGHT and then enter the value and reposition the text. They won't be able to change the value of the text unless they open the titleblock family to do so.

If you keep the text label aligned to the bottom and right, and make it really short it will make sure that every word gets a new line, is aligned from left to right and goes from the bottom up.

EDIT - ehem, yes, just line steve said...
