We have a situation where there is a deck set into a roof. the roof slopes at 2:12, so at the front the railing is 3' high, but at the back it is only 1' high (above the roof). Is there a way to have the bottom rail slope with the slope of the roof?

And you want the to rail to remain horizontal I assume? No in that case. If the top rail can slope too you can either set the roof as the host of the rail or select that segment and tell it to slope and give it an offset while in sketch mode.

Go into sketch mode, select the line and in the option bar switch Auto-Detect to flat.

If I'm understanding you, you might need two railing objects - one to be a flat top rail, and the other to be a sloped bottom rail. If you have infill horizontals or verticals, you may well need to create an in place family rather than use the ootb railing system family.
