Link LTSCALE with drawing scale

We do this currently with lisp, but I thought it would be easy for autodesk to add another check box in the drawing setup dialog (right beside the 'automatically create dimscale override). They would also need to add a scale factor.

They would also need to add a scale factor.It should also be model tab/layout tab aware. If PSLTSCALE is set to 1, then it should set LTSCALE as if the scale were 1:1, even if it is set to something else to allow proper annotation through a viewport in model space.

This would be good, as long as it was switchable/overridable. It may well make a mess of many routines that people currently use to sort out linetype scaling.
