Revit Behavior changes from 8.1 to 9.1

Is it just me or did you used to be able to import an Autocad site drawing with 3d topo lines into revit with view only checked and you could still use the import instance feature under site tools>Toposurface. In 9.1 if you import a dwg file with this view only checked, when you go to site tools>Toposurface and try to use imported instance, you cannot select the dwg file. Is this meant to be the case or....
