Pads and Phases Don't Mix

Let's say I have Phase 1 and Phase 2.

The topo is regraded in Phase 2, so it demos the original and creates a new topo.

If I put a Pad in Phase 1 it will "cut into" the topo in Phase 2 ONLY, and not affect the topo in the Phase 1 (in which it was created).

Is this a setting I can change somewhere or a design flaw?

I think it's a "design flaw" as you put it. The only way I've been able to get the results I wanted was to have two topos in different worksets and control visibility that way... far from ideal.

It's really bad. I don't want to mess with worksets. Especially since I'm the only one working on the file.

And now if I place a pad in a later Phase, it cuts a hole in all previous Phases.

WTF?

Or use phases, place the entire topo and pads in phase 1, then copy it all and paste it in phase 2, etc.
