Level Height 0'-0"

Sorry, I'm sure it's been answered a thousand times but: at 0'-0", the height reads 0".
How do I get it to show the zero feet?

For the record, under Settings->Project Units, for length format, I am suppressing zero feet because I don't want them in dimension strings.

The format of the elevation value is defined in the family (elevation annotation family). You'll have to tell it not to use Project Units (the default setting) there and then reload it into the project.
