I have a detail view with a viewport that is 3 times the size of the crop region. How do I make it smaller and closer to the size of the crop region?

Just guessing but do you have a dwg file in this view? If so, the extents of this dwg is affecting the size of your viewport. You can ignore it, if you are able  it won't print.

What if there is no dwg file? This is particularly pesky (for us) on cropped interior elevations. The enlarged viewports end up overlaping each other all over the sheet.

Check that you don't have linework hidden on a workset that's off, or a detail component that has a dwg linked in, or something in VG that is turned off.
Drafting views don't have crop regions like you see in other views, but what they do have doesn't print so it's just an annoyance. Detail views, from a callout for example, have the adjustable crop region which you can select and adjust along with the annotation crop region. If you don't see them, open the view, hit VP and check the boxes to make them visible.
