Cleanup Priorities

I'm trying to create a plumbing wall composed of a 4" studwall-4" air gap-4" studwall. I can get the entire wall to cleanup but I'd like to get the two studwall to cleanup with no cleanup at the air space. I have the two studwall set to a priority of 1 and I've tried all of the air gap priorities without any change. It seems as if I can get a 12" cleanup or no cleanup but not the 4"clean-4: no clean-4" clean I'm looking for.

Can anyone out there offer any enlightenment.
