Why can I have a course material parameter on a column but not on a structural column?

Sure. Just open Visibility graphics and apply an override to the column...

So, then I will be able to have a solid black column in plan when in coarse detail and in medium it will have my concrete hatch.(Structural column)

Ah. I see what you are trying to do now. Columns are really pilasters and were designed to work with walls - so they have the same properties as walls. Structural columns are independent objects and you'll need a slightly different approach. Open your structural family and change the material on the coarse view representation such that it is a material that displays a black fill when cut. So this can be done - just takes a little different approach.

The coarse view for most structural is designed as most structural engineers work - as a sick figure - so you might want to use the medium level of detail rather than the coarse....
