Building 9.1 will not consistently get network licenses

Have a problem with 9.1 where the newer version will not get licenses from the server consistently. Problems seems to be like the "time to fail on connect" has been reduced dramatically and if the server does not quickly snap to answer it is considered a "fail". Usually they can close and reopen and it will connect. The problem is inconsistent between machines, some can get on first, some require 2 or 3 tries.

We did not have this problem with 9.0 and nothing has changed on the license server.

Any ideas?

Might possibly be a problem with the licensing service that Revit products use. We've had a few snafus, but that also has to do with how we deploy new software packages to user's machines.
