Check out filters in the help file. You can control visibility and graphics display of pretty much anything
You can control just about anything with filters ...except annotation objects.

Someone asked me the other day for a quick way to hide all of the interior elevation tags in a view. Without really thinking about it, I said, just filter them out. Later, when I realized that filter wouldn't work, I felt like an idiot. At this point, it seems that you cannot filter elevation markers. Is this something that is on people's wishlists? Is it uncool to make a wishlist item that is for something that they just added in the latest release?
I would be curious to hear what people find as the best ways to use filters. For example, when I go to make a filter, I cannot filter by family and type. Also, I cannot filter annotations. Are filters meant to eventually control the visibility of things other than modeled objects? There doesn't seem to be any way to add a new Category or Filter By...
Do people add text into the Comments of a type and then filter by does not contain...
Is there another easy trick for this?
How else are people using filters?
What are people putting in their templates for filters?
Filters seem like one of the most exciting and powerful new tools for visibility in Revit, but I am certain that I am not using them to their fullest potential...

Just to offer another suggestion...
you can use the 'Hide at scales coarser than' instance parameter. The problem with this approach is that it will hide the section mark in any view that is above the threshold.
Kind of a half-baked solution but ...

Aside from being able to hide section marks, I cannot create custom section marks. I mean, I create the family, and load them in my project but they are not visible in the properties window to select. Anyone else have this problem?

I'm running into that exact issue. My client requires about a 10 diget sheet name so the references get lost in the section & elevation tags. I can make them bigger. But if I do that they take up way to much room. The ability to drag the sheet number out of the tag with a leader would help a lot. The elevation box tag is 6'x6' at 1/8" scale in order to fit this in. I'd also like to be able to move these tags independantly on each level as it's hard to find that sweet spot on a 4 story building.
