Snapping to Blocks

I have recently asked this question, but I cannot find the answer anywhere--

I have having a problem snapping to some blocks in my drawing. It could be because they are 3D, but i thought I used to be able to snap to them? Does anyone have any suggestions? (NO, I do NOT want to turn on grips in blocks, that is not the issue.)

I've had similar problems in 3D. Mainly for two reasons:
1: if there is a difference in level e.g. trying to snap a polyline to a point that is not in the same face.
2: Snaps were indicated in origin faces ( don't know the exact english term say ground level which was out of my screen.
