Ok, after getting the keyplan onto the sheet (as a legend), what are some reccomended ways of noting it up? I made a generic annotation, but it seems to be lacking in parametric action (editing the text, changing the arrow direction). Does anyone have any suggestions or families that they could share?

Instead of a legend, make the keyplan a symbol component. Scale it appropriately and place filled regions in the areas of designation. Then apply Yes/No visibility parameters to the filled regions to control when they will display.

I think he may also be asking about using small elevation symbols around the key plan to denote where each elevation on the sheet is located. My old firm does elevation sheets this way, but I'm not sure of a good way to do it in Revit, at least not one that would automatically update the reference numbers if the elevations on the sheet were moved around.

Yeah, that is more of what I am looking for. I understand the plan region shading, etc, but I want to note the keyplan for the elevations.
