It is obvious there are issues with what the software considers a circular reference.
For example, if I lock a beam to the upper face core layer of a slab and then try to join the beam and the slab I'll create a circular reference. This is just an example. There are many scenarios to create a situation the application will consider a circular reference and there shouldn't be any (at least in my opinion). I will just mention that sometimes aligning a sketch line of a slab to a wall below issues this error BEFORE locking the alignment, and sometimes some element of the ground level is spotted being part of a circular reference with another element nearby when I try to join a column to the slab of the 5th level.
Sometimes the circular reference contains quite a big number of element and alignments - and thus, even if there really is a circular reference it is a game of chance to resolve it.
I suggest to create the possibility to break the reference chain - just allow the user to delete/deactivate one of the references in the chain.
I'll use the phrase popular here on this forum: "just my two cents, anyway"...
