so it looks like you can set up a sheet full of 'standard' detail views and they will insert (as a sheet) into a new project...but you cannot use legends (so a symbol legend cannot be part of a standard sheet setup). is that correct???

I've seen a workaround that involves exporting the standard legend out to AutoCAD linework, then re-importing it into a standard sheet setup as AutoCAD geometry. You could also be clever and import the ACAD linework into a new family, then insert the family into the sheet so it always stays together.

Such workaround look weird. Why not importing sheets (blueprints) into files???
