In a cabinet family I have placee the "Plan Rep - Below" lines on a reference plane that will be above the top of a countertop.

When loaded and placed it into a project, the plan rep - below lines are not visible if a countertop is placed on the cabinet. If the countertop is removed, the lines are visible.

Shouldn't this work?

Sounds like you used model lines rather than symbolic lines.

When I highlight the lines in a plan view of the family file they are symbolic.

In the family, highlight the 3D solid that makes the countertop, and set its visibility to not show in plan view. Then only the symbolic lines will show up. Right now, your 3D is being shown over the top of the symbolic lines.

Re-reading your post...interesting that you made a ref plane above the counter top and placed symbolic lines there. But I think symbolic lines have to be on the view plane in which they were created. I don't think you can force Revit to put them on a higher ref plane...if you did, then they probably wont show.
