Can I use reference level of wall/column as a filter criterion ?
I don't think so. A column has a top level and a base level, but not a single level field for filtering. You could always type the level in the comment field of each column that you want to control and filter them that way.

but it seems no such choice in the filter.

I think what the man suggested was to select all the columns on a specific level, choose properties, type any name (for example "level 2 cols") in the comments field of the property sheet and then use this comment as a filter criteria.

I know what you mean and just wonder in previous version ,RS3,
(we use both building and structure) , I can use the bottom / top level as
a criterion for filter. In RS4, this option is still available but the
conditional statement EQUAL, NOT EQUAL ....are gone.
In case there are several different levels in a single floor
(we often have such case), it would be rather difficult to choose the
desired columns in one go, and the individual floor levels are always subjected
to changes, so it's hard to follow the comment inside every geometry each time
if it won't change automatically.

I am using Revit Building and cannot tell what features have been cripppled regarding filtering. I'm not exactly sure what RS is? Revit Systems or Revit Structure? The Revit product segmentation can lead to some confusion.
