I Am still learning Revit. I have a drafting view of a detail. On the foundation plan i want to insert a bubble with the page and detail number. How is this handled in revit?

When you create your callout or detail view check out the options bar, be sure the eference another view box is checked and select the appropriate drafting view. Then you simply drag and drop your drafting view onto a sheet view and the detail cross reference will update automatically

I currently have a "drafting view" where I manually drew a detail of a caisson. I am not even sure of where to get a bubble (doesn't show up in symbols) I am not using any current drawing to generate the detail like with a callout. Its kind of like "what came first the chicken or the egg"? The detail or the bubble?

I think I understand what you want to do. :?
The detail is a separate drafting view, not drawn directly in the foundation plan sheet, right? If so, inserting the drafting view onto your foundation plan sheet will result in a title and reference bubble.
If you haven't drawn it as a separate view then copy all the detail linework to a drafting view at then drop that view onto the foundation plan sheet.

Just when I start to feel like I mastered revit, new concepts open up.
See attached example.
Thanks for the help!

See the attached video. Hopefully the size is OK for you
Keep in mind that you can create your drafting view first (as shown in the video) or, when creating your referenced view, you can create a new draftign view and then draw it later.

After you have created your 2D drafting in a drafting view
Open the view you want to refer to the detail in
Select View menu > New > Section: Detail
Options Bar > Check box: Refer to Other View
Sketch the section/detail
Toggle off the tail if you don't want it.
(see attached image)
I posted this because I couldn't view Dimitri's video.
