Room Tagging Problem

Can anyone help understand why I can't place a room tag in 9.1? I have checked that visability of room tags and they are on.

The template file I used to create the project was created in 8.1. When I started this project in 9.1, It warned me room definitions may not behave properly. Does anyone know what is causing this and how I can fix it?

There's a new tool - "Room" or key bd "RM" which places a room boundary and a tag at the same time. The "Room Tag" command only works now with a "Room" in place.
