3D Solid /Surfaces interface

Is it possible to convert surfaces(ruled, tabed, meshs,extrusions etc) into objects so that they can be used to interact with 3D solids (union, subtract etc.)

I tried this lisp program and it runs reasonably well, with a little practice it may work very well. It's worth a try, thanks
