Contour Labels won't update

Hi, I have a topo surface generated using the linked surveyor's contour lines. I have my project relocated to the proper floor elevation. I Move my surface Down to match the floor but I can't quite get to move it to within inches of accuracy. my ground floor elevation is 209'-4" and somehow the contour is showing 208'-4" but everytime i move my surface down 4 inches to display only 208'-0" it don't update the contour level number. It seems as if tho the 4" is associated with the floor elevation. I messed around with the units format adjusting the Rounding settings but to no avail, and am becomming frustrated, needless to say.

I really need help on this one.
