Update Dimension text so it reads correctly ie Flip it

Please Find attached Update Dimension Within UCS.pdf for your reference.
As per the attached file is there a quick & easy way to update the vertical dimensions to suit the World UCS. I have several drawings where the user has created drawings like this.
Any response would be greatly appreciated.
