how can i call out a level in section or elevation without creating an actual level and without having it appear in every new or existing secion. at the same time can i have the option on being able to view it in other sections if i want to?

Build a annotation family that looks like your level one and use that.

Build an Elevation annotation tool (Spot) and make it look like a level. It will report its elevation and only show on the current view.

What they said. Under drafting, use the tool "Spot Elevation." It wont look like the level, but you can make an annotation family and load it in as the head for the Spot Elevation...
