Is it possible to change the linetype scale of an x-ref'd file? I do not want to modify the original file. I would like to show all continuous lines as hidden, which works just fine, however the scale is too small and it does not look right when plotted at the proper scale.

If your lines are set to Bylayer, you can change the linetype in the sheet (parent) drawing. Check your VISRETAIN settings and also experiment with the LTSCALE and PSLTSCALE settings.

There are many versions of hidden and dashed linetypes. Try changing the linetype to hidden2x or dashed2 in the parent.

I did find a linetype that will work for this application... Maybe someday that can be included into AutoCAD- though probably not necessary a lot of times.
