I am in the process using a 3D autocad topo plan to create a Revit topo surface. On my site plan my finish floor of building is 184'-0". But my first floor view in Revit is at 0'-0". is there anyway I can tell revit that site Datum 184'-0" is also 0'-0"

From an elevation or section view choose Tools/Project Position and Orientation/Relocate this ProjectPick a point anywhere in the view, drag the cursor vertically and enter the offset value, hit enter.
Keep in mind that if you want level datums and spot elevations to report the 'real' elevation you need to change the type parameter for Elevation Base to Shared not Project
Also note that if you created your topo surface before this operation is performed you will have to move your topo surface back down an equal amount because Revit will not only move the building it will move the whole project.
