Title Block Resize...

I have my 24x36 titleblock, but now I have a really tiny project that does not require 24x36 sheets, 12x18 is what I'm looking at, if I place my views and print half size I get 12x18 sheets but all the scales on my print are half size of what they say. So I see two possible solutions, one is to resize my titleblock family to 50% and be done, the problem is that resize is not an option (as far as I can see on the family editor), the second approach is to modify the tags to display a different scale, but how?, or if you have other option that is easier, please let me know.

try making a new titleblock family. manually adjust the sizes. import into project.

in the project, select a titleblock, right-click to select all instances and replace using the type selector.
