Property Lines in other views

Is it possible to have the property lines show up in an elevation or section view? or even in 3D?

Don't think so.

You could snap model lines on top of your property lines. They'd show in the other views, but would be laying on the associated view plane where they were produced, not following the topo. (Which, by definiton, is what they should do)
