i was wondering how you can set the view to get a plan perspective ?
I am not sure how to achieve it exactly

You can use a camera view and orient it to a plan view.
Place a camera in a plan view and then go to the view created. Use the spin tool to orient approximately to a location above the plan. From the view menu choose, orient to view and select the appropriate plan.
Keep in mind you won't be able to annotate a camera view. If you need annotation you'll need to use a 3D view but that won't give you the perspective you're after.

There's a good trick to get around the annotation issue....just overlay a drafting view over the camera view on a sheet. Then activate the drafting view and create your annotation there (kinda like an overlay).
