Is it ok to open a Revit Structure fine in Building to print and make minor changes like notes and filled regions? Its just that our structural department is busy and we want to print their stuff for them.

There is no issue with doing that.

I concur, there should be no problem with doing that. However, if they are still working away and they are using worksharing, you might want to make a copy of the central file, re-name it and use the 'Detach From Central' option when you open it to make a separate copy just for printing. In this work flow, they can keep working and you will not have any issues printing or things being held up because someone is in the view/sheet, etc. at the same time.
