Is there a way to block a specific username or ip address from seeing our server? Maybe some setting in LMTOOLS?

which server? Acad license server? DHCP server? file server? print server? SQLServer? Exchange server?

What OS for the client and which OS for the server?

Yes, you can do this by adjusting your firewall or switch settings, see with the guy in charge of IT at your place, it's easy to do. It really depends on how your network is set up.
