Location of Annotation Tags, Scale Independent?

Hi all,

Is there a way to manage the location of Annotation Tags, so that they do not appear to shift as scales change? Allow me to explain...

I've recreated a component that represents a duplex receptacle. This component has an On / Off parameter, that controls the visibility of an embedded annotation component called "Receptacle Elevation." This annotation displays the height of the receptacle. Please see the attached jpeg screen shots.

At 1/8" scale, everything looks great. When I switch to 1/4" scale, the Elevation tag remains in the same spacial relationship to the duplex symbol. But because the scale has changed, it looks a lot further away! I want the component to adjust the location of the annotation, based on scale.

Conversely, is there a way to put a drag handle on the annotation tag, so that I can manually override the location?

I suppose I could keep the annotation tag as a separate component, but I would prefer to keep all of the information together as one component.
